McKelvie's has some of the best seafood in town, and coming from a Haligonian, that is saying a lot. Not overpriced and great service. I highly recommend McKelvie's. It is not on the boardwalk, but it is right near it; therefore, you don't have to walk far from the tourist area, but it is far enough away from the craziness of the boardwalk. Try the mussels. They are phenomenal.
